Additional HMO licensing · London Borough of Camden

The London Borough of Camden Designation of an Area for Additional Licensing of Houses in Multiple Occupation 2025 (council page name: Additional licensing)

Status
In force
Runs
8 December 2025 to 8 December 2030
Designated
2 July 2025
Fee
£1,570 per HMO: £1,318 when you apply and £252 before the licence is granted. You can pay both parts when you apply, and the second part is refunded if the application is withdrawn or refused. The same fee applies to a renewal and to a converted block of flats (a section 257 HMO). Purpose-built student accommodation pays £1,383 (£1,318 and £65). Private landlords who own the property, will hold the licence and have completed accredited landlord training get £100 off the second part; companies and managing agents don't qualify. Licences normally last five years, and in some cases, such as an incomplete application, the council can issue a two-year licence at the same fee. Fees from 15 January 2026.
Applies to
HMOs anywhere in Camden let to three or more people from two or more households that don't need a mandatory licence, including shared flats in purpose-built blocks and student flats not run by an exempt college or university. Also buildings, or parts of buildings, converted into self-contained flats that don't meet the 1991 Building Regulations where less than half of the flats are owner-occupied. Exempt: HMOs under a management order or with a temporary exemption, and buildings the law says aren't HMOs.

Area covered

The scheme covers the whole of London Borough of Camden. Every privately rented property in the borough that meets the scheme’s criteria needs a licence, wherever it is.

What this means for landlords

Additional HMO licensing extends licensing to shared homes below the national 5-person mandatory threshold. If your property in this area houses unrelated sharers, check the scheme’s occupancy criteria. Running a licensable HMO without a licence carries the same penalties as any licensing offence: a civil penalty of up to £40,000 and a rent repayment order of up to 24 months’ rent.

Is your property inside the scheme area?

This checker reflects HouseFile’s records of council licensing designations, not the councils’ live registers. Our records indicate the position at the verification date shown on each result. Schemes are designated, renewed and revoked throughout the year, and postcode-level lookups are approximate near scheme boundaries. Always confirm with the council before letting or buying a property, using the source link on each card. This is general information, not legal advice.

If you hold a licence here, HouseFile can track its renewal date

Keep the licence with the rest of the property's certificates, and HouseFile will remind you before each one is due. It also records when your tenants open the documents you share.
