- Proposed: £1,300 per property, the same total as now, paid as £800 when you apply and £500 when the licence is ready to issue. A converted block of flats (a section 257 HMO) would cost £1,100 (£700 and £400). The proposed discounts come off the second part: £75 for accredited landlords and £50 for an EPC of A to C. A paper application would cost £100 more.
