Runs
5 June 2022 to 4 June 2027

£755, paid in full when you apply. Half covers processing the application and half covers running the scheme, and that second half can be refunded if the licence isn't granted. There's £80 off for members of an accredited landlord body such as the NRLA or the London Landlord Accreditation Scheme, or £50 off if you sign up to the council's landlord rental charter when you apply. Only one discount applies to each licence. These are the fees for 2026/27.
Applies to
HMOs anywhere in Hammersmith and Fulham let to three or more people from two or more households who share a kitchen, bathroom or toilet and that don't need a mandatory licence. That includes shared flats in purpose-built blocks, whatever the number of people. Some converted blocks of flats (section 257 HMOs) need a licence too: those where none of the flats is owner-occupied, the building isn't owned or managed by two or more of the flat owners, and it isn't on a selective licensing street. Exempt: homes under a management order or with a temporary exemption, and buildings that aren't HMOs in law, such as those run by social landlords and homes where the owner lives with no more than two lodgers.

Area covered

The scheme covers the whole of London Borough of Hammersmith and Fulham. Every privately rented property in the borough that meets the scheme’s criteria needs a licence, wherever it is.

What this means for landlords

Additional HMO licensing extends licensing to shared homes below the national 5-person mandatory threshold. If your property in this area houses unrelated sharers, check the scheme’s occupancy criteria. Running a licensable HMO without a licence carries the same penalties as any licensing offence: a civil penalty of up to £40,000 and a rent repayment order of up to 24 months’ rent.

Is your property inside the scheme area?

This checker reflects HouseFile’s records of council licensing designations, not the councils’ live registers. Our records indicate the position at the verification date shown on each result. Schemes are designated, renewed and revoked throughout the year, and postcode-level lookups are approximate near scheme boundaries. Always confirm with the council before letting or buying a property, using the source link on each card. This is general information, not legal advice.

If you hold a licence here, HouseFile can track its renewal date

Keep the licence with the rest of the property's certificates, and HouseFile will remind you before each one is due. It also records when your tenants open the documents you share.
