- All HMOs within the entire borough that are not caught by mandatory licensing - HMOs of any number of storeys occupied by three or more persons in two or more households, including properties under sections 254 and 257 of the Housing Act 2004 (buildings converted into self-contained flats where the conversion did not comply with regulation 20 of the Building Regulations 1991).
