- Two-part fee. Online application: £400 (part 1) + £700 (part 2) = £1,100; part 2 reduced to £550 for Leeds Rental Standard members (£950 total). Paper application: £525 + £700 = £1,225. Fee structure applies from 26 February 2026.

- All privately rented residential properties in the designated area (single continuous polygon covering parts of six wards), including single-family lets and shared houses. Exemptions include holiday lets, business premises, social lettings, university-managed student housing, lettings to family members, properties already licensed as HMOs, and empty properties.
