Additional HMO licensing · Norwich City Council
Proposed citywide Additional Licensing scheme (Cabinet approved consultation on 9 September 2026)
- Status
- Proposed
- Fee
- Proposed: £1,000 per HMO for a licence of up to five years, paid in two parts: £500 when you apply and £500 once the council decides to grant the licence. The second part would be £25 less for a landlord or agent in an approved accreditation scheme and £25 less for a home with a valid EPC rated A to C, so £950 with both. Renewals would cost the same as a first licence.
- Applies to
- Proposed: HMOs anywhere in Norwich that don't need a mandatory licence, such as shared houses and flats let to three or four people from two or more households, and converted blocks of flats (section 257 HMOs) where the conversion doesn't meet the 1991 Building Regulations. The council puts the number at about 1,100 HMOs. Its Cabinet agreed on 9 September 2026 to consult on the scheme for at least 10 weeks. No consultation dates had been published by 18 October 2026, and Cabinet will decide whether to go ahead after the consultation.

Area covered
The scheme covers the whole of Norwich City Council. Every privately rented property in the borough that meets the scheme’s criteria needs a licence, wherever it is.
What this means for landlords
Additional HMO licensing extends licensing to shared homes below the national 5-person mandatory threshold. If your property in this area houses unrelated sharers, check the scheme’s occupancy criteria. Running a licensable HMO without a licence carries the same penalties as any licensing offence: a civil penalty of up to £40,000 and a rent repayment order of up to 24 months’ rent.

This checker reflects HouseFile’s records of council licensing designations, not the councils’ live registers. Our records indicate the position at the verification date shown on each result. Schemes are designated, renewed and revoked throughout the year, and postcode-level lookups are approximate near scheme boundaries. Always confirm with the council before letting or buying a property, using the source link on each card. This is general information, not legal advice.
