Applies to: Any privately rented house let or occupied under a tenancy or licence in the designated area (roughly 30,000 homes), unless exempt - e.g. HMOs licensable under Part 2, social-landlord lettings, properties under management orders or temporary exemptions, and Annex B exempt tenancies (student lettings under approved codes, long leases, holiday lets, resident-landlord arrangements etc.)
