Proposed, not yet adopted. The council has calculated the cost of an additional licence of up to 5 years at £950 per property, split between a Part A fee due on application (processing) and a Part B fee covering compliance and enforcement, payable before the licence is granted; the Part A/Part B split figures are not published. An additional fee of £75 is proposed where a landlord has had to be prompted to make an application. Where three or more self-contained flats are owned or managed by the same person, a proposed £75 discount applies to the Part A fee for the second, third and subsequent flats (full Part A for the first flat).

Proposed: all HMOs in the borough that do not meet the mandatory licensing threshold - properties occupied by three or four people forming two or more households who share basic facilities such as a kitchen or bathroom. Unlike Reading, the proposal expressly includes section 257 HMOs (converted buildings of self-contained flats where the conversion did not comply with the building standards in force at the time and still does not).
