Proposed borough-wide selective licensing designation (2026 consultation)

- Proposed, not yet adopted. The council has calculated the cost of a selective licence of up to 5 years at £750 per property, split between a Part A fee due on application (processing) and a Part B fee covering compliance and enforcement, payable before the licence is granted; the Part A/Part B split figures are not published. An additional fee of £75 is proposed where a landlord has had to be prompted to make an application. Where three or more self-contained flats are owned or managed by the same person, a proposed £75 discount applies to the Part A fee for the second, third and subsequent flats (full Part A for the first flat).

- Proposed: every privately rented property in the designated area let to a single family, a single person, or a household of up to two unrelated sharers. Properties already licensed as HMOs (mandatory or additional) are not covered. Statutory exemptions are set out on pages 29-30 of the evidence report.

The scheme covers the whole of Slough Borough Council — every privately rented property in the borough that meets the scheme’s criteria needs a licence, wherever it is.
What this means for landlords
Selective licensing applies to privately rented homes in the designated area regardless of size — single lets included. Letting an unlicensed property inside the area can mean a civil penalty of up to £30,000, a rent repayment order of up to 12 months’ rent, and no valid possession notice until the position is fixed.
